I'm not sure you would want to do this. The chord in your example only needs to be shifted because the particular accidentals on it have made the ties unsightly; if there are different or no accidentals, you don't have a problem. You'll also risk mis-aligning with instruments on other staves. I expect a scheme function could be constructed to apply a change at every line break, but my knowledge of scheme doesn't reach to that. More practically, I'd suggest you lay out your score and then tweak any individual chords where the ties don't look right.
