Hmm, if you look e.g. at timpani parts for several large works, you will frequently encounter one-line movements, because the Timpani only play the last three measures or so of a movement... That's actually how I got bitten by this: I had one such part (it was a flute...) and when lilypond suddenly produced an only half-filled line, I spent quite some time playing with all different kinds of horizontal stretching/padding/whatever settings, but didn't think of ragged-right... Anyway, I now found the culprit and added ragged-right=##t to orchestrallily.ly, so I'll never run into this problem again.
