Kirill was working on a sib2ly export plugin in 2006, but we haven't heard from him for some time... Otherwise, your only solution would be to use the (commercial) Dolet plugin: http://store.recordare.com/dolet3sib.html And then use musicxml2ly, which is included in LilyPond and actively maintained.
