From your question, I guess that you use the << ... \\ ... >> feature.
In that case, the solution is exactly the same:
replace
<< \partI \\ \partII >>
by
<< \partI \\ {\override MultiMeasureRest #'staff-position =#-7 \partII } >>
(you may want a similar setting in the upper part as well).
