Certainly! LilyPond is able (and was also in earlier versions) to
produce all these alternatives. Considering the number of email
related to the old default behaviour, I hope you agree that it was
a good decision to change the default to print the repeat brackets
above the chords.
Since I prefer to put them underneath, common if there is no lyrics
there, I do not have the problem. But one thought that comes to my
mind is to provide a number of easy to choose default styles, which
easily can be invoked. One situation might be the metronome tempo
mark. There LilyPond set over the first note, which where it should
be, if within the music. But at the beginning, there are a number of
styles: over the key or time signature, centered on the first note or
the "=".
