I have this edition too, and indeed at #27 the piano and celesta are reduced to one staff only (with a little brace on the left though, which LilyPond doesn't handle).

But this seems to happen only when there is too much music too fit on the page: if you look at #97 or #120, only one hand is playing and however both staves are still printed.
Agreed: it's up to the engraver to choose the best fit, with the default always to include both (and only reduce, as you say, when space is at a premium).
