This looks like a bug, still present in 2.11.27. When I change it to \paper { ragged-right = ##t } \relative c' { \time 2/8 \repeat tremolo 4 { c32 e32 } } i.e. just make it a 2/8 instead of a 3/8 the output is correct. So there is some calculation mistake regarding the dots/beams somewhere.
