This feature is documented in the section on "Bar lines" in the manual.
I just added the following information at the end of the section on
"Repeat syntax":
================================================
If you want to start a repeat at the beginning of a line and have a
double bar at the end of the previous line, use
... \bar "||:" \break
\repeat volta 2 { ...
see "Bar lines" for more information.
================================================
I hope this will make it even easier to find the information.
