You are on the right track. I found the following problems:
- Since the \new Voice{...} section at the end of the tenor part should
just be a
continuation of the previous music, you probably wanted to include it
in the
definition of \tenor, i.e.

- For silly technical reasons, the \lyricsto in your \score block has to
appear
after the music where you define the name of the Voice context. One
solution to this is described in "The Lyrics context". Another, which
unfortunately hasn't still made it into the manual is to do the \new
Lyrics
below the staff in the input file but set the property
alignAboveContext to
place it above the stave in the printed output. That's what I have
used below.
- You had confused the syntax a bit when creating the extra lyrics line.
The resulting \score block could look something like:
