Hi! Foxit Reader already gives the ability of annotating PDFs, drawing shapes, etc, even for free. But doing for free adds a stamp Edited by Fox Reader, etc. What is interesting is that this stamp is not visible in Adobe Reader, just the annotations you made. So, this basic and feasible thing already exists.
