It's exactly the same idea, keep notes that belong to the same musical voice in the same Voice context. In your case, the simplest method is to move "\new Voice" in front of the {c2 r2}. (However, you have to be extra careful if you start your <<...>> at the top of the piece, since LilyPond automatically tries to create Voice contexts.
