below. First of all, there is a macro \hideNotes, that probably
is useful. Secondly, a setting only applies to notes after the
the setting, not before. Finally, if you say

\override ...
c1
...
>>
the override is done in parallel to the note, not before, so
you would need something like:
<<
{ \hideNotes \repeat unfold 16 c16 }
...
