try
#(def-markup-command (with-dimensions layout props x y arg)
(number-pair? number-pair? markup?)
"Set the dimensions of @var{arg} to @var{x} and @var{y}."
(let* ((m (interpret-markup layout props arg)))
(ly:make-stencil (ly:stencil-expr m) x y)))
{
c^\markup { \with-dimensions #'(1000 . -1000) #'(1000 . -1000) \bla }

"bla" did not appear. what i'am doing wrong?
sorry for the confusion, apparently, the "bla" disappears if it doesn't
have any dimensions. Try this,
{
c^\markup { foo
\with-dimensions #'(0 . 0) #'(0 . 0)
\translate #'(0 . -5)
bla }
}
