Because I do not know how to do that, and none of the core developers use windows or knows very much about it. I tried using BAT wrappers to fix this problem of installation time prefixes, but that was a complete and utter disaster. I had quite some help and input from windows users/programmers, but we could not manage to produce something that would work on more than one flavour of windows.
