Wrt. to Debian it depends on what path you go. If you go unstable you get 
pretty up to date versions (unless they are in freeze before releasing the next 
stable version). So with Debian sid you currently get the most recent version.

If you are using stable the package does not get any major updates, so even if 
the package is recent at release, it will soon not be. So if you use Debian 
stable you get version 3.3. Ubuntu just uses the Debian packages, and Mint 
uses the Ubuntu packages, so you won’t get anything more recent there.

You can also install a recent Frescobaldi via Flatpak, or you can download 
latest release directly from github.

Alternatively Fedora offers the most recent Frescobaldi version in stable.
