Maybe I can help a bit here.
I am running on an very old Macbook (2013 Intel) with OCLP and the latest 
Sequoia version (15.5). What should be close to your configuration.

To get lilypond running on the MacOS, over the many years I used several 
approaches. Some were bad, some were worse 😉 . Some were really easy.
My latest procedure goes like this:


  1.
I download Frescobaldi (the very well known editor for lilypond, you maybe 
already know and/or use?)
You can find the download here: 
https://github.com/frescobaldi/frescobaldi/releases/tag/v4.0.2
Be sure to download the correct version for your machine: Intel or not Intel 
.dmg
  2.
Install Frescobaldi, It probably will also install lilypond too. If not go to 
Prefrerences > Lily Pond
Dropdown at the right side of  the field with Lilypondversions to use has an 
option to Add.  Choose for latest .
  3.
Let it install, and of you go.

PS: And now, because lilypond is installed, you can also use it bypassing 
Frescobaldi, if you ever want or need.

there's no dmg for lilyponds recent versions
you need to download the darwin tar.gz package and extract it into an arbitrary 
folder

alternatively when using frescobaldi, then frescobaldi can do that for you 
(lilypond settings) (will extract it into  ~/Library/Application 
Support/frescobaldi/frescobaldi/lilypond-binaries/lilypond-2.24.4
then you just need to convince macOS that this stuff is ok:
open terminal and type:  xattr -dr com.apple.quarantine * <wherever you or 
frescobaldi unpacked that package>

A couple of thoughts.  Lilypond can be installed and run on 15.4 because I’ve 
got it running.  My apologies if the below is not news to you and you already 
know this stuff.  It’s easy to find oneself mansplaining on the Internet.

1.  Perhaps don’t use Firefox for downloading.  Try Safari, I find it works 
better than Firefox or especially Chrome.

2.  Just download the .dmg Disk Image file.  Downloading 
‘lilypond-x.y.z-darwin-x86_64.tar.gz’ is redundant.  If you double click on 
‘lilypond-x.y.z-darwin-x86_64.tar.gz’ in the downloads folder, it should be 
unpacked to either source code which has to be compiled, or to the same 
application file as is in the .dmg.  For Mac users, the .dmg is easier.

3.  Double click on the .dmg, which should be in the Downloads folder on the 
desktop and accessible in the Dock.  That will open and should have its own 
window, then drag the Lilypond app from the .dmg window to the Applications 
folder.  You have to take that step to install it on your hard drive.  
Installation is handled automatically when getting something through the App 
Store, but not with applications downloaded outside Apple’s walled garden.

4.  Apple will resist installing, opening and running Lilypond because it did 
not come from the App Store and there is a dialog box or two to navigate with a 
button that says something like “install and run anyway.”

You should be then able to choose that version of Lilypond in the Frescobaldi 
preferences nd go from there.
