I suppose you are using the system package for Lilypond? The cairo backend is
still experimental, so the Debian maintainers might have configured the build
to not use cairo. Try using the binary releases from the Lilypond website
instead.

I am indeed using the system package. But I have bigger fish to fry at
the moment, so it will be a while before I get around to playing with this.
