Have you tried C:\Users\me\lilypond-2.25.8\bin\python.exe C:\Users\me\lilypond- 2.25.8\bin\lilypond-book.py myfile.ly ? (Obviously, "me" needs to be replaced with your user name, here and in the linked instructions.)
