Thank you Wilbert and the team. With an existing Ubuntu 19.04 Frescobaldi 3.0.0 installation, all I had to do was install from the tarball and add the following:
apt install python3-pyqt5.qtwebengine since the majority of the dependencies I already have in place. I hope this tiny sliver of information may be helpful to some. All works fine.
