There may be a way using #'outside-staff-priority, but I was unable to find it.
One (crude) way of solving your problem is:
r8 R1 r2 r4 h~-\tweak extra-offset #'(0 . 5) ^\markup \with-dimensions-from
\null { "mit schmerzlichem Ausdruck" } | h8
