Unless the systems that are on the page are not spaced appropriately-- which you don't mention--then I'm not sure why you think it is a spacing problem, and not a page break problem. Of course, it could be both. Since you are clearly trying to put more on the page than lilypond would by default, any tweaking you do to spacing before dealing with page breaks will likely be a waste of time, since lilypond will be adjusting all of the spacing to accommodate the desired page density.
