I think it would be slightly cleaner to write an entire \paper{} block
in the .ily file and include the file on top level. Multiple paper
blocks will be combined as you’d expect them to.

I'll have to try that. I know I tried that with \header and it blew up me, which may be why I didn't try it with \paper.
