Well, the problem is that dvips is running mktexpk, which in turn would 
run gsftopk, but without --mapfile=ec-mftrace.map

The second problem is that neither tetex-tiny nor tetex-base (in cygwin) 
doesn't contain jknappen's ec MF files.

So either mktexpk should be patched, or the mf fonts included in 
tetex-tiny. That would also solve the problems with TeX looking for 
ecrm1000.
