It is a multimeasure rest with some cue notes stuck in at the end. To the performer they obviously belong to the end of the final measure of the multimeasure rest. The first, indeed the only, thing that comes to mind is to put in a measure that fits the duration of the cues and make the barline/time signature invisible before the cues so that it ends up looking like the example above.
