What if you move the mf to the left so it can drop down before the c:

 r2 c -\tweak X-offset #-2.5 \mf b |

or attach the mf to the rest:

 r2\mf c b |

would inserting an empty lyrics line work?

 emptylyr = \lyricmode { " " " " " " " " " " }

the dist. from "Oz to" to "its" staff is rather big, can you move it
up?
