For a simple reason: nobody implemented it.
If you can give examples that this is standard notation, you might raise an enhancement request on <mailto:bug-lilyp...@gnu.org>, and it will be included in our issue tracker. However, this does not warrant that anybody is going to work on it, as everything is volunteer work. But the good thing about Lilypond is that you can modify it yourself inside your .ly files – or, even better, within library files, which are then used in your music sheet using \include. As Lilypond cannot provide interfaces for every kind of specialist notation, there are also extensive collections of code for many possible situations: most important, the Lilypond Snippet Repository at <http://lsr.di.unimi.it>.
