Can the problem be that the cygwin setup window is not correctly sized? Try to click on the 'View' button. Then you get a 'Full' view. Now the table columns are Current, New, Binary, Src?, Categories and Package In the package column you should find lilypond, but you must click in the 'New' column to select version 2.2.0-1
