I suggested long ago that since rests are basically cues for the following note in the voice, that they should take their default pitch from that note. When a rest is simultaneous with a stem in another voice, and there is necessary collision because there are 3 or more parts on the staff and the rest is an inside part, the rest is placed *before* the stem, even if the stem is down. That rule is not in any published book that I know of, but I have many examples from as early as 1810, and I have seen it on the web. -- It's not that hard to understand the lesson of Viet Nam.
