Can't you just add an "s16" at the beginning of the voice? If you have bar checks,
LilyPond will give lots of warnings but the layout should be correct anyway.
Lily won't break the lines then, not even with \break. I tried that...
Seems the problem is that lily will only allow linebreaks where all notes are "off" (not counting ties) which fits the normal definition of a barline.
Other ideas?
