It seems that the Debian tetex maintainers are still not on top of
this:

But you can ask them yourself, if you want:

    The teTeX maintainers: [EMAIL PROTECTED]

You could also write to [EMAIL PROTECTED], and warn them
that upgrading from potato to woody has serious problems for tetex
