I found that reverting the changes to Arpeggio::brew_chord_bracket in 1d6ab9a5dc06bf96df1babd5046f21d1346ddc03 restore the symmetry of the bracket for manually set positions. I think that that change should be reconsidered. It doesn't make sense to require a user to set asymmetric positions to get a symmetric bracket.
I found the merge request for that change at https://gitlab.com/lilypond/lilypond/-/merge_requests/2113 and will continue discussion there.
