Sure, but that is currently defined by Ubuntu 20.04 having Guile 3.0.1. We could of course move "Step 5" earlier in the process, but then I argue we still need to pay attention to what versions of Guile are in the wild, the next one probably being Guile 3.0.5 in Debian Bullseye...
