It does — otherwise, they could not be set as the default fonts. If you're thinking about the change mentioned on http://lilypond.org/doc/v2.24/Documentation/changes/index.html#notes-for-source-compilation-and-packagers , it only means that LilyPond's build system will not take care of installing text fonts by itself anymore. Redistributors need to do that by themselves (which they probably already wanted to do, for deduplication between packages). In this way of thinking, the scripts that generate the binaries distributed on lilypond.org are a "redistributor", and indeed they do package the fonts.
