The main practical effect of assigning an open issue is to deter others from acting on it: a person interested in working on an issue ought to coordinate with the current assignee before doing something that might be considered interference. If I were unable to respond for some time to an issue that was just assigned to me, the assignment could be counterproductive. A simple @-mention would get my attention just as well without discouraging others from getting involved. The other important consideration is that people in this group commonly have the temperament of an artist and the verbal filter of an engineer. Therefore, my advice is not to assign an issue to another contributor lightly; but if you understand the practical impact and can communicate your reasons delicately, it might be appropriate on occasion.
