Has someone tried to generate a package description for chocolatey, a Windows package manager?
https://chocolatey.org/ This looks rather promising IMHO. At least it contains fontconfig as part of the `GTK Runtime' bundle... I can imagine that lilypond could be rather easily ported to that framework.
