Well, working on LilyPond is not standard industry practice, so you
cannot just throw money at appropriately qualified and readily available
job seekers in the expectation to get certain results in a given time
frame.

The same consideration (somewhat weaker) holds for the availability of
people entering scores.  And the typical tools for bulk entry of large
amounts of note material are also not promising competitive yield per
buck.
