No idea.  I used @env here, and it seems like it is the first use of it.
Which seems fishy.  However, it appears like makeinfo learnt about it in
the same version that it got to know about @command (which is used), and
we demand 4.11 anyway in configure.ac.  So unless texi2html is making
trouble, @env should be fine.

I would not have pushed this to the stable branch, but well...  I put a
"Signed-off-by" on the commit message to make clear that if this blows
up, I'm at fault...
