Don't like either, actually. I'll reword into "The positioning of multimeasure rests in \partcombineApart passages corresponds with \voiceOne and \voiceTwo even when using non-standard staves" And frankly, it's silly we even have to check. The partcombiner should just call the respective functions whatever they may happen to be and take it from there.
