Don't like either, actually.  I'll reword into

"The positioning of multimeasure rests in \partcombineApart passages
corresponds with \voiceOne and \voiceTwo even when using non-standard
staves"

And frankly, it's silly we even have to check.  The partcombiner should
just call the respective functions whatever they may happen to be and
take it from there.  But that's for another time.
