No, that's what the existing -d --diff-version-update is supposed to do. The problem was that if the last applicable rule was for version 2.16.6 and you asked for an upgrade to version 2.16.9 and the file claimed to be 2.16.9 already, its version was set to 2.16.6 instead of staying at 2.16.9. That's what the issue was about in the first place.
