It /is/ plain English; system-start is a compound
adjective of clef.

Whether it is hyphenated or not is
a matter of personal preference.  Rather than argue
such a minor detail I'll change it to "clefs at the start
of systems."

Even better.  This does not make the reader fear that he has been
missing the definition of a technical term.
