I am not sure I'll be overly convincing on the benevolence angle, but
let's not harp on it.  If you take a look at the historical definition
<URL:http://en.wikipedia.org/wiki/Roman_dictator>, you'll see that the
original concept was to appoint someone with absolute and uncontested
powers for the duration needed to get a job done efficiently.

Even though the historical record was so-so and has brought the concept
of a dictator into disreputation, the idea as such is a pretty good
match to our current situation.
