Look here http://ftp.uni-erlangen.de/mirrors/CTAN/systems/win32/miktex/tm/packages/ and search for `texify'. You get a .tar.lzma archive which you have to unpack. The man page can be found here: http://docs.miktex.org/manual/texify.html According to this, texify and texi2dvi should be equivalent. I don't know whether all necessary DLLs are included, though.
