If you ever suspect that doc-clean will help, then just remove the entire build/ directory and start from scratch. Look, this isn't a mystery. The translations have been modifying the build system. Every time you modify a GNUmakefile, everybody needs to re-run configure. I forgot to warn James about this. End of story.
