Hmm. What about adding some commands to restrict such collosion resolution horizontally? I'm quite sure that most of the problems are local, and the user knows in advance where it happens so that it can be tagged with, say, \startFullBeamCollisionHandling and \stopFullBeamCollisionHandling.
