Version 2.13.37 resolves some major spacing problems, and its version of the
spacing engine is likely to go into 2.14, except for some changes to variable
names, and whatever we find necessary in changes to default settings.
I took a quick look at the overrides in the -ly files you provided, and
would guess that you will still want some of these in .37. One goal will be
learn to use the new system and find single values of the various settings that
work in combination to space all staves reasonably.
I hope you can install 2.13.37 and find what changes remain necessary for
your scores, in the next couple of days.
Yesterday I tried .37 on my mostly-piano scores, and will report on it this
evening (American pacific coast time) over on lilypond-user. I will try to
collect our needed settings into a single \layout{} on that mailing list.
