Ross says
" The tempo marking is put slightly above the top staff. The left side of
the first letter in the marking is vertically aligned with the left side of
the time signature."
Stone says:
"[Tempo indications] are placed above the music."
Stone does give some specific rules about showing equivalent durations when
time signature changes (and Read uses a practice that doesn't follow Stone).
I'd guess that there aren't well-defined standards here.
