That should work... although frankly I'm content with the current situation. I mean, nobody cares about the bibliography; as far as I know, nobody (other than Jan) noticed that that it was broken in 2.13 for over half a year, etc. The old build system is silly, the bib -> html -> texi -> html+pdf+info chain is silly, and kittens are silly. Personally, I'd just leave it alone until we revise the entire build system.
