Ahm, I have needed after graces only about ten times or so, but I have never 
seen any need to tweak the exact position where the grace note comes. So, for 
99% of the uses, you don't need the fraction at all. It's only for some exotic 
tweaks that you might want to change the fraction to something else than the 
default 15/16... I don't think that it is a good idea to make that fraction 
mandatory (which is an internal / technical detail and not really a musical 
neccessity).
