I'm against creating this directory right now, please junk (I'm at Libre Software Meeting in Nantes, France, where some WiFi access points block port 22, so I can't do it right now) and revert the commit unless somebody can fix it right now. The essay should go to topdocs/, until a broader reorganization possibly makes it desirable to move it somewhere else.
