Yes, it is installed:
lilyp...@server:~$ locate libltdl.so
/usr/lib/libltdl.so
/usr/lib/libltdl.so.7
/usr/lib/libltdl.so.7.1.2
This tells libtool-ltdl is installed, but it tells you nothing about
libtool-ltdl-dev; is /usr/include/ltdl.h present on your system?
